Why Are Online Casinos Restricted in Some Countries?

Why a casino can be open in one country and closed in another, how bonus eligibility differs from casino availability, and how VPN checks, KYC and residence rules work – with a dated snapshot of 15 markets.

An online casino can be open in one country and closed in the next – and a welcome bonus can be closed even where the casino is open. These are two different rules, set by different parties for different reasons. This guide explains who decides what, how casinos check where you are, and what it means for you. Country-specific statements carry the date we checked them (13 Oct 2026); laws and licence registers change, so treat them as a snapshot, not legal advice.

Two questions, not one: casino availability and bonus eligibility

  • Casino availability – may you open an account and play at all? This depends on the law where you live, on the licence the casino holds, and on the casino’s own list of countries it does not accept.
  • Bonus eligibility – may you claim a particular offer? This is set in the bonus terms: a country list, a currency, a payment method (for example, deposits through certain e-wallets are excluded from some welcome offers) or a campaign limited to one licence or market.

A casino can be available to you while its welcome offer is not, and the reverse never helps: if the casino itself does not accept your country, no bonus does either. On SmarterCasinos the two are kept apart. A card carries a bonus button only when a current, documented offer exists and a plain casino link when there is none; a short status line states what we could establish for your location – or says Availability not verified when we could not.

Who decides which countries a casino serves

1. National law

Most countries decide for themselves whether remote gambling is a licensed market, a state monopoly or prohibited. A casino that serves a licensed market normally needs that country’s licence, and its advertising is regulated too. Three examples from our research on 13 Oct 2026:

  • Great Britain – operators serving GB need a licence from the UK Gambling Commission. In its public register we found Betway Limited, LeoVegas Gaming PLC and 888 UK Limited active; for LeoVegas only the leovegas.co.uk domain was listed as active, not leovegas.com.
  • Sweden and Denmark – only licensed operators may be marketed (Spelinspektionen, Spillemyndigheden). The licensee is often a local entity on a country domain: 888casino is licensed as 888casino.se and 888casino.dk, not as 888casino.com. A Malta licence does not count there.
  • Germany – the GGL publishes a whitelist of licensed operators; the Interstate Treaty (§5(3) GlüStV 2021) also restricts the hours in which online casino games may be advertised on the internet.

2. The casino’s licence model

A licence from the Malta Gaming Authority, Curaçao or Anjouan is a licence of that jurisdiction. It does not make a casino legal in every country where it can be opened in a browser. Our licence guide shows how to check a register, and our Anjouan vs Curaçao comparison explains why registers differ in what they prove.

3. The casino’s own restricted-country list

Terms and conditions or site settings often list countries the casino does not accept – for legal, licensing or payment-provider reasons. Betway’s international terms, for example, exclude Great Britain and Ontario because those markets are served by separate, locally licensed versions of the brand. A country missing from such a list is not proof that the casino serves it: many casinos publish no list of accepted countries.

Why a bonus can be unavailable where the casino is open

Bonus terms are separate documents. They may exclude countries or regions, limit an offer to one currency or licence, or tie it to a payment method. Some regulators go further: Ontario’s standards, for instance, restrict how bonuses may be advertised. When we cannot document a bonus-only exclusion for a country, we do not invent one – the Bonus not available in your region note appears only where a casino’s own bonus terms say so. See how to read bonus terms for the clauses that matter.

How casinos detect where you are

  • IP address – the first and cheapest check, used at registration and at login. It is what a VPN changes, and why VPNs are the most common reason accounts are flagged.
  • Registration data – the country and address you enter must match your documents.
  • Payment details – the country of the bank, card or wallet.
  • Identity and address documents – requested at KYC; see casino KYC explained.

VPNs: why the clause matters

A browser that loads a casino through a VPN is not evidence that you may play. Several terms we recorded treat masking your location as a breach in its own right: Betway’s advantage-play section lists VPN or IP masking among prohibited behaviours; Mr Green’s terms list using a VPN or proxy to hide the device identity and allow the casino to withhold the balance and recover payouts; LeoVegas may block the account and the funds if suspicious activity is detected while a VPN is in use. Not every casino we profile has been checked for this clause, so absence on this list says nothing. The practical point: winnings can be withheld on this ground even if the account was opened in good faith.

Residence checks and what they mean at withdrawal

Most restrictions bite when you withdraw, not when you register. At the first withdrawal the casino compares your IP history, your registration country and your documents. A mismatch can mean a delay, a request for more documents, or – where the terms allow – closure of the account and forfeiture of the balance. Move countries? Tell support and update your address before you deposit again.

What restrictions mean for you

  • If your country is on the casino’s own list, do not register: the casino can refuse payouts even years later.
  • If your country is a licensed market, play only at operators licensed there – the register entry is the check, not the casino’s homepage.
  • If the status says Availability not verified, read the casino’s terms for restricted countries yourself before depositing.
  • Regional rules can limit what we may link to. On a card without a casino link, the review is the full source for the casino’s documented facts.

Frequently asked questions

Why can I not open some casinos from my country?

Either your country’s law only allows licensed local operators, the casino does not hold the required licence, or the casino’s own terms exclude your country. Check the casino’s restricted-country clause and the national regulator’s register.

Is it illegal to play at a casino that does not accept my country?

That depends on your country and is a legal question we cannot answer for you. What is certain is that the casino’s terms usually let it refuse payouts or close the account if you play from an excluded country.

What is the difference between casino availability and bonus eligibility?

Availability is whether you may play at all; bonus eligibility is whether you may claim a specific offer. A casino can accept you while its welcome offer excludes your country, currency or payment method.

Can a casino tell that I use a VPN?

Casinos check the IP address and compare it with your registration data, payment details and documents. Several terms treat VPN use as a breach that allows the casino to block the account or withhold funds.

Why does a casino ask for proof of address?

To confirm the country you play from and to meet identity and anti-money-laundering rules. A mismatch between address, IP and payment country is a common reason for delays.

What does “Availability not verified” on a SmarterCasinos card mean?

We could not establish from official or casino documents whether the casino serves your detected location, so we make no statement either way. It is not a warning and not an approval.
