Data report

What public casino licence registers show – and what they don’t

Checking a casino licence means reading a public register – and every register leaves something out. This dataset counts, from the registers themselves, which ones name websites, which status words they use and how they show expired licences, and how the exact domain of each of the 39 casinos we review could be tied to its licence. Neutral and dated: a gap describes a register, not a casino.

By Torben Noé · Data as of 28 Oct 2026 · 24 regulators · 3 register snapshots · 39 casinos · Methodology v4.1 · Licence CC BY 4.0

Key findings

  • CGA (Curaçao): the register edition of 20 Oct 2026 lists 615 licences and has no domain column – 0 of 615 entries name a website. Status words (case and spelling variants merged): “Assessment in progress” 298, “Indefinite” 209, “Expired” 53, “Active” 50, “Assessment in re-evaluation.” 4, “Expired. Re-evaluating in administrative appeal.” 1. 298 entries carry an expiry date before the register’s own date but a status other than “Expired” (“Assessment in progress” 293, “Assessment in re-evaluation.” 4, “Expired. Re-evaluating in administrative appeal.” 1).
  • Anjouan: the register run by the licence issuer lists 1,278 licences and uses one status word for every entry: “valid” 1,278. 93 of them had a stated expiry date before the day we read it (26 Oct 2026). It does name websites: 1,226 entries list 3,556 domains.
  • Brazil (SPA): the official list of authorised betting companies (26 Oct 2026) has 184 brand rows from 81 companies; 181 of 184 name a domain (181 of them under .bet.br), 3 read “a definir” instead. Its columns are brand, domain, company, cnpj, authorisation – no status and no expiry column; the list title names the legal basis instead.
  • Across the 24 regulators in our records: 15 registers or official lists tie a licence to exact websites, 4 only through a seal or certificate page hosted by the regulator, and 5 not at all. 7 reach the top verifiability level of our rubric (official searchable register with entity, number and status), and 13 the top domain level (the register itself lists the licensed domains).
  • Our own 39 licence checks: for 32 casinos the regulator’s register or list named the exact domain; for 4 only a regulator-hosted certificate or seal page did (1xBet, BitStarz, Roobet, Shuffle); for 2 only the issuer’s own register did (Gamdom, Wolfbet); for 1 no official record we could read named it (888casino).
  • 0 of 39 casinos print no licence number on their own site, so the register entry had to be found through the operating company. Across all 39, the casinos name 12 different regulators or issuers.

Why these gaps matter when you check a licence

A licence check answers three questions: does the licence exist, is it current, and does it cover the website in front of you. Each register answers a different subset. The CGA register answers the first two in its own words but not the third, so the domain has to be confirmed on the certificate page the regulator hosts. The Anjouan register names domains, but it is run by the body that issues the licences and prints the same status word next to every entry, so the expiry date is the field to read. Brazil’s list names a domain for almost every brand and leaves out status and expiry, because a brand that is not authorised is simply not on it.

None of this is a finding about a casino, and an entry past its stated expiry date can have ordinary reasons – a renewal under review, for example. The register does not say which, and that is the gap: from the published record alone a player cannot tell. Where a register is silent, our method records “not determinable” rather than guessing, and the licence checker shows the register’s own words next to the date we read them. The step-by-step guide lists where each register is and which fields to compare.

Agenzia delle Dogane e dei Monopoli (ADM) – ItalyB3/4 · Official register, some fields missing4/4 · Register lists licensed domains/URLsSame uniform rule as GGL/SRIJ/KSA: V3 = register names the legal licensee plus at least one licence-level identifier; status may be missing. The ADM register 'Concessionari autorizzati al gioco a distanza' lists 52 rows (read in full on 2026-10-15, three result pages) with concession code (e.g. 16008), licensee name, channel and website. It has no status field, no grant/validity dates and no legal-entity register number, so V4 is not reached. The page shows no 'last updated' date; the published concessions are under technical extension (proroga tecnica, decrees of 20.12.2024, 16.06.2025, 24.07.2025).
Websites: The official register ties each concession code to exactly one website (several licensees hold multiple codes, one per brand/domain, e.g. Azzurri Limited: starcasino.it and betsson.it). The ADM blocklist (updated 13.10.2026, 13,078 entries, TXT with SHA-256 control file) is the official list of unauthorised domains, so a domain absent from the register and present on the blocklist is attributable as unauthorised. Italian-licensed sites use .it domains; the .com domains of brands (e.g. betflag.com) can appear on the blocklist.

Kansspelautoriteit (Netherlands Gambling Authority, KSA)B3/4 · Official register, some fields missing3/4 · Official list ties operators to their URLs (possibly incomplete or dated)Uniform rule V: each licence holder has a published licence decision page naming the legal entity (with Handelsregister/KvK number), decision reference, validity period and consolidated text (H-Online B.V.: 3 Oct 2023 – 2 Oct 2028, consolidated version 28 Aug 2025); no separate licence number and no status field. KSA names the Kansspelwijzer as 'het enige juiste overzicht van verleende vergunningen' (search by name, website, app or licence number). The Kansspelwijzer itself is an embedded web app that could not be read from this environment (kansspelwijzer.nl / openovergokken.nl answered 503 or failed certificate checks); its fields are therefore NOT scored. Entity + dates, no number/status in what was read = V3.
Websites: The licence obliges holders to report brand, domain and app names to KSA before launch and after every change, 'and the reported information will be made public' (H-Online licence page); KSA states the register is searchable by website and app. The domain output of the Kansspelwijzer was not readable here, so the factor is scored 3 on the regulator's own description (rubric 3 = official list tying operators to URLs, possibly incomplete). Sensitivity: unverifiable output scored 2 would give 78.75 (still B); a browser check showing licence number + status + domains would give V4/D4 and Tier A (95).

Serviço de Regulação e Inspeção de Jogos (SRIJ), Turismo de PortugalB3/4 · Official register, some fields missing4/4 · Register lists licensed domains/URLsUniform rule V: the list names brand, website, 'Entidade exploradora' (legal entity) and licence numbers (Licença n.º 001 …) with a link to each licence PDF and amendment; no validity dates (amendments such as extensions are listed without dates) and no status field, except that three licences are marked 'temporariamente suspensa a pedido da entidade exploradora'. Entity + number, no status/dates = V3 (not 4: V4 needs number AND status).
Websites: Every listed brand is tied to its .pt website and the licensed entity (19 sites incl. betclic.pt, bwin.pt, solverde.pt, betano.pt, retabet.pt, vincino.pt); SRIJ also publishes brand/domain changes as news (e.g. Bidluck -> Versus).

Eidgenössische Spielbankenkommission (ESBK) / Federal Gaming BoardC2/4 · Official list without numbers/status, or seal-only check4/4 · Register lists licensed domains/URLsScored strictly against the rubric (methodology §1.3): 3 = "Official register, some fields missing", 2 = "Official list without numbers/status". The ESBK publishes an official list of the 21 licensed casinos and, separately, of the 10 casinos with an online platform (name, web address, start of online business) but no licence number, no validity dates and no status field; the concession holder (legal entity), number and online extension are in the Bundesrat decision / ESBK report and in the casino's own imprint. That is an official list without numbers/status, therefore 2 (an earlier draft scored 3; corrected on second review 2026-10-14).
Websites: The official online list ties each online-licensed casino to its exact web address (e.g. www.jackpots.ch, www.mycasino.ch, online.swisscasinos.ch, www.casino777.ch) with the start date of online business; the newest row is Casino Locarno (online start 17.03.2026). The page itself carries no publication date in the stored capture.

How we checked

Register snapshots are copied from the official files by our register tools and never edited by hand: the CGA online gaming licence register (PDF edition named in the file), the Anjouan licence register and Brazil’s list of authorised betting companies. We count every row: whether it names a website (a value with a dot in the domain field), the status word as printed, and whether the stated expiry date lies before the register’s own date (CGA) or the day we read it (Anjouan), using the same date rule as the licence checker. Regulator features come from our regulator records, researched from each regulator’s own pages and scored on the factor scale in Methodology v4.1; only regulators approved for use in our method are included. The “our checks” table groups the 39 published profiles by what named the exact domain in the licence check recorded on each profile.

What this dataset does not show

  • A register edition is a snapshot. The CGA and Anjouan files are read when we run the tool manually; a later edition can differ.
  • An entry past its stated expiry date with a status other than “Expired” is a property of the register. It can have ordinary reasons, such as a renewal under review; the register does not say, and we draw no conclusion about the licensee.
  • Brazil’s list is a list of authorised companies, not a licence register with statuses; a missing brand is not on it at all.
  • The regulator features describe the registers as we read them on the dates shown; registers change their format.
  • Only casinos with a published research profile are included in the “our checks” table.

Questions

Does the Curaçao register list casino websites?

No. The CGA register edition of 20 Oct 2026 has no domain column; 0 of its 615 entries name a website. The domain is confirmed on the certificate page the CGA hosts, which the casino links from its footer.

Why does an Anjouan licence show “valid” after its expiry date?

The Anjouan register prints “valid” next to every one of its 1278 entries; 93 of them had a stated expiry date before the day we read it. The status word alone therefore does not show whether a licence is current; read the expiry date and ask the casino which document applies.

Which registers let me check the exact website?

15 of the 24 regulators in our records publish a register or official list that ties licences to websites, 4 only through a seal or certificate page they host, and 5 not at all. The table on this page shows which.
