EUR 400,000 in November 2022 for sending advertising and bonus offers to young adults, and in October 2025 issued a formal instruction (aanwijzing) under the anti-money-laundering law (published 24 December 2025): the Ksa found shortcomings in ongoing transaction monitoring and in checks on the origin of players' money, and ordered them ended within six months. The Ksa noted that TOTO Online cooperated; the re-inspection result was not found.
Only Dutch residents can play (BSN and a Dutch bank account are required), deposits are possible only through iDEAL/Wero, payouts only to the registered own bank account, and welcome offers are only for players aged 24 and older. A statutory net-deposit limit of EUR 700 per month (EUR 300 for 18-23) applies.
