What the authority is and does
The Tobique Gaming Commission (TGC) regulates remote gambling under the Tobique Gaming Act 2023, a law enacted by the Tobique First Nation in New Brunswick, Canada. The Chief and Council appoint the interim Commission. The Act lets a “Management Company” and “Direct Licensees” process applications and carry out Commission functions.
The written rules are fairly complete. The General Code of Practice requires licensees to segregate customer funds in a separate regulated bank or e-money account at 100% of customer balances, to offer self-exclusion across licensee sites and to protect minors. Random number generators must hold a current certificate from an approved testing laboratory, and the anti-money-laundering code requires licensees to identify their beneficial owners.
What is thin is the evidence of enforcement. The Act sets a maximum fine of CAD 25,000 on summary conviction, and we found no published sanctions list. The TGC does keep a public list of fraudulent sites with discovery dates, and every licensed domain must show a TGC seal in its footer.
Whether a licence issued by a First Nation is recognised under Canadian criminal law is contested. We have not verified it and do not decide it here.
Our tier: C, and why
We rate each licensing regulator, not the casino, on five factors scored 0 to 4. Tier C covers quality scores of 35 to 59 with verifiability of at least 2. The tier describes how strong and verifiable the framework is. It is not a rating of any casino, and it does not predict how a casino treats its players; read the licensing section of the methodology for the weights and the tier table.
| Factor | Score | Basis |
|---|---|---|
| Verifiability weight 25 | 2 / 4 | List with company, expiry, type only; no numbers; expired entries listed |
| Domain attribution weight 20 | 2 / 4 | Only via seal validation |
| Oversight & enforcement weight 25 | 1 / 4 | No published sanctions; max fine CAD 25k; maintains a fake-site list |
| Player protection & recourse weight 20 | 3 / 4 | On paper: 100% fund segregation, ADR referral, certified testing |
| Transparency weight 10 | 2 / 4 | Act and codes published |
What the public register shows, and how to check an entry
The licence-holder list showed 192 rows when we counted on 5 October 2026, 170 of them B2C. It has no licence numbers, no domains and no status column. Many entries carry only a numeric company ID, and at least one entry with an expiry date of 1 August 2026 was still listed.
A company ID of the form “3-102-…” with S.R.L. is a Costa Rican company identifier. Many TGC licensees therefore appear to be Costa Rican companies; in that case the gambling licence is the TGC’s, not Costa Rica’s.
Register: TGC licence-holder list. The steps we follow:
- Click the TGC seal in the casino’s footer. The link must lead to a page on validate.thetgc.ca that shows a green status and the licensed entity’s name.
- Match the entity name, the B2C type and the expiry date against the licence-holder list. The list shows company, expiry date and type (B2B or B2C), with no licence numbers and no status column.
- Check the casino’s domain against the TGC list of unlicensed sites.
- Save a dated screenshot. The link between a domain and a licence rests only on the seal page.
The same procedure, for every regulator, is in how to check a licence yourself. How Tobique Gaming Commission compares with the other tiers is summarised in the licence guide’s regulator section.
If something goes wrong: complaints and recourse
Complaints go through the complaints link in the licensee’s seal. The Code says disputes unresolved after two months must be referred to an approved ADR entity, and the Act sends complaints to a dispute resolution office chosen by the Commission or the Direct Licensee. We found no list of approved ADR entities.
Limits and caveats
- The regime dates from 2023, the Code from 2024, and the documents were re-uploaded in September 2026. We treat it as new and unproven.
- The TGC news page was not reachable during our research, so we cannot say that no sanctions have been announced there.
- The licensing tier of a framework does not decide how a casino treats its players; the casino’s own terms, payments and conduct are assessed on its profile.
Casinos we profile under this licence
1 of the 15 casinos we profile name this licensing authority in their terms. The columns are the register finding for the exact domain at our last check, not an assessment of the casino; each profile shows the sources and dates. The same fields for all casinos are in the licence register check dataset.

Questions
Is a Tobique licence the same as a Costa Rica licence?
No. Many TGC licensees appear to be Costa Rican companies, but the gambling licence comes from the TGC. Costa Rica has no online-gambling licence of its own.
How do I check a TGC licence?
Click the seal in the casino’s footer, confirm it opens validate.thetgc.ca with a green status and the right entity name, then match the entity and expiry date in the licence-holder list.
Does the TGC list show which websites a licence covers?
No. The list has no domains, so the seal page is the only link between a website and a licence.
What does Tier C say about a Tobique casino?
Only how verifiable, enforced and transparent the framework is. How a casino treats players is assessed on its own profile.
