Casinos and Brazil: restricted-country clauses vs the official list of authorised operators (15 casinos)

Two documents answer different halves of the question “is this casino for Brazil?”: the casino’s own restricted-country list, and the government’s list of companies it has authorised. This dataset puts both side by side for 15 casinos, one row each, with the clause, the source document and the dates. It records documents, not legality.

Key findings

  • 0 of 15 casinos appear on Brazil’s official list of authorised fixed-odds betting companies, checked by brand name and domain. The list names 85 authorisation entries and 184 brands (181 with a .bet.br domain, 3 with the domain still “to be defined”); none of the 15 casinos’ domains ends in .bet.br.
  • 7 of 14 casinos with a published restricted-country list name Brazil (Betway, BitStarz, Guts, mBit Casino, Mirax Casino, Rizk, Winz.io); 7 do not (BC.Game, Gamdom, LeoVegas, Mr Green, Roobet, Shuffle, Wild.io); 888casino: no list accessible to us.
  • 7 of 15 casinos neither name Brazil among their restricted countries nor appear on the authorised list (BC.Game, Gamdom, LeoVegas, Mr Green, Roobet, Shuffle, Wild.io). That is a statement about two documents, not about what the casino does or about the law.
  • The two checks are independent: a casino can name Brazil as restricted (it says it does not serve it) or leave Brazil unnamed (it says nothing either way). Neither the clause nor the absence from the list shows whether a Brazilian resident can in fact register or whether doing so is lawful.

How we checked

Restricted-country column: from the casino’s published list in its binding terms (and, where the terms point to one, the help-centre or AML page), as recorded in our restricted-countries dataset; Brazil counts as named only if it is on that list by its ISO code (BR). “Not named” means the list exists and does not contain Brazil; it is never read as “accepted”.

Authorised-list column: the official spreadsheet of companies authorised to offer fixed-odds betting nationwide, published by the Secretaria de Prêmios e Apostas of Brazil’s Ministry of Finance (page titled “Empresas Autorizadas até a vigência da MP nº 1.394/2026”), downloaded on 12 Oct 2026. We match each casino’s brand name and domain against the listed brands and domains. “No match” means no listed brand or domain equals or contains the casino’s name; it does not mean the casino has no Brazilian authorisation under another name.

What this dataset does not show

  • The official list covers authorisations for fixed-odds betting (“aposta de quota fixa”). This page does not assess how Brazilian law treats online casino games or any particular casino; it reports the two documents.
  • Absence from the list is not a finding of illegality, and presence on it would not be a recommendation. Neither is a safety judgment.
  • A casino’s restricted-country clause is what it writes, not what it enforces; nothing here says a Brazilian resident is accepted.
  • The list changes. The snapshot date is in every row and in the file.

Questions

Which casinos name Brazil as a restricted country?

7 of the 14 casinos that publish a list: Betway, BitStarz, Guts, mBit Casino, Mirax Casino, Rizk, Winz.io. 7 publish a list that does not contain Brazil.

Are any of these casinos on Brazil’s list of authorised operators?

0 of 15, by brand name and domain, in the official spreadsheet downloaded on 12 Oct 2026. The listed Brazilian brands use .bet.br domains (181 of 184; the rest are still to be defined).

Does “not named as restricted” mean a Brazilian can play there?

No. It means the casino’s published list does not contain Brazil. Local law and the casino’s own checks decide, and none of the casinos publishes a list of countries it accepts.
